New Delhi/Pune, 29th December 2025: Roadway Solutions India Infra Ltd (RSIIL), engaged in the construction of the vital 35 KM Vadodara–Mumbai Expressway stretch of the Delhi–Mumbai Expressway, one of India’s most ambitious national connectivity projects, has flagged persistent execution challenges. Repeated extensions of the project driven by delays in land handover by NHAI, which constitutes a fundamental contractual precondition for project execution. In view of above circumstances, RSIIL has issued a Notice of Intent to Terminate asking NHAI to ensure compliance.
As per RSIIL, according to the contract clause 3.1 read with clauses 8.2(iii) and 8.2(v) mandates NHAI to make available 90% encumbrance-free land, including a minimum contiguous stretch of 5 kilometers, as a condition precedent for commencement and execution of the project works.
However, during the latest attempt for joint verification of land availability in early December 2025 by both parties, revealed an hindered length of 6.65 Km out of 35.4 Km. Thereby land availability of only 81.2%, which is short of the contractual threshold.
In view of the continued non-availability of the mandated contiguous length and the absence of remedial measures, RSIIL has issued a Notice of Intent to Terminate dated 18th December 2025, asking NHAI to ensure compliance with contractual land availability obligations as per the provision.
Mr. Navjeet Gadhoke, Director, RSIIL, stated, “A National level infrastructure corridors such as the Delhi–Mumbai Expressway are central to India’s economic integration and long-term growth. Any failure by contract awarding agency in meeting contractual land handover thresholds has a direct impact on project timelines. However, we remain firmly aligned with contractual provisions and the larger objective of timely completion of critical infrastructure.”
NHAI had given contract for the construction of an eight-lane access-controlled Expressway from 154+600 km to km 190 of Vadodara Mumbai Expressway (Jujuwa to Gandeva section) (Total 35.4 kms) in the state of Gujarat on Hybrid Annuity mode under Bharatmala Pariyojna (Package 8) in HAM Model to RSIIL in 2019. Which was illegally deemed terminated on 29th March 2023 for the reason given by NHAI for non-availability of land. For which an arbitral award of Rs. 535 crore has been awarded to the SPV.
Apart from package 8 (Jujuwa-Gandeva), RSIIL is also executing package 9 (Karvad-Jujuwa) and pack age10 (Talsari – Karvad) on the Vadodara-Virar section in Gujarat which face the same land issues. Thereby clearly establishing the NHAI has failed their obligations for a period of over 6 years.
